When I tried to download Arabic Language Pack for SharePoint 2016 from the Microsoft download center, I couldn’t find the Arabic option in the languages list as shown!
I just changed the main English language pack link from “en-us” to “ar-sa” to get a direct link to the Arabic Language Packs SharePoint 2016.

Tha Arabic Language option has been added to the Language Pack list for SharePoint 2016 in Microsoft download center.
